The letter asks for “an intervention that truly understands the needs, without hiding behind regulatory technicalities.” The letter does not mince words: “You cannot, excuse the tone, fail to recognize compensation for those who, rightfully so, have taken action; we have not been motionless and sitting, waiting for a possible intervention from the State.” Not only are families with roof damage worried, but also the situation of the schools: “It is not conceivable to resort to off-budget debts or a return to remote learning, which would once again undermine the citizens’ trust in the Institutions.” The mayors say they are ready to make drastic gestures: “We are ready to hand over the keys to our towns to the illustrious Mr. Prefect, to whom each of us refers territorially.” Here is the full text of the letter. We, the Mayors of the Municipalities affected by the exceptional hailstorms on July 21 and 24, 2023, and the subsequent weather events on July 29 and 30, 2023, strongly request an intervention from the Lombardy Region that truly understands the needs, without hiding behind regulatory technicalities. The fact that there have been no casualties and that only a few families are currently housed in the camps that we promptly set up cannot be the only parameter for assessing the severity of the tragedy we are experiencing. We are alive, but morally and financially destroyed. The expenses incurred by each citizen are not in the order of a few hundred euros, but several thousand euros. This disrupts the life program, even in the future, of many families. With this, we would like to point out that even in the absence of unfitness orders, buildings, even privately owned ones, were de facto uninhabitable: can you live in a house without a roof? Or in a house where water seeps into the lower floors from the attic or electrical pipes? Do not turn “helping each other” into a “solution”; activate the network of friends and relatives and find accommodation in the homes of those who have been less affected or live on the lower floors of the building. You cannot, excuse the tone, fail to recognize compensation for those who, rightfully so, have taken action; we have not been motionless and sitting, waiting for a possible intervention from the State. Please find a way to meet the needs of citizens who have had damage to their homes, establish objective criteria, but let the initial criterion NOT be the fact of having an unfitness order or that the municipality in which they reside does not exceed a certain number of inhabitants, as this would be a real institutional mockery. We ask for sensitivity and support for Local Authorities and, for those who do not have available resources, an advance payment that can allow for the urgent contracting of works, to ensure services but above all the resumption of regular school activities.
